Each year it is wise ( especially if you run a business when your insurance may require you to) have a safety electrical inspection done on your home or premises. Periodic inspections should only be carried out by fully qualified electricians and you should be given a certificate after the inspection.

| I am an ex Chief Petty Officer in the Royal Navy and have been inspecting and testing for 5 years for R AND S Paine in Rye, East Sussex. I would class myself as a very knowledgeable inspector and do my inspecting to a high standard as it should be . The company charges £40 an hour and most inspection take 3-4 hours. We then charge £25 for the certificate and issue it in a neat folder. The certificates are done using the NICEIC software and are done on site on a laptop so the customer can see what it is all about. | The cost of any testing will depend on the amount of circuits in the house and not the amount of rooms. In addition to lighting circuits and ring mains you may have emersion, shower, cooker a maybe garage etc. Every circuit requires measurement of earth continuity tests, resistance checks, insulation tests, and earth loop impedance tests. Before all this begins it is necessary to determine what is on each circuit so you know what to test, so time would be taken up surveying the electrical installation, which could easily be 1-2 hours. Then tests will require the removal of loads, i.e all equipment unplugged from sockets, all bulbs in lights removed as well as disconnection at the board. Even if you are not an electrician you can imagine how long this will take even before you start the tests. Then of course they have to be put back and checked. Inspection by eye has to be made of at least 60% of fittings, again removing them and re-instating them. Main earth bonding and if necessary equipotential bonding needs to be visually inspected and tested. Plus many more tests. In short if anyone tells you they can do a three bed house in 4 hours thourghly I want to know how. It will take up to 8 hours to do it correctly, and then another 2 hours doing the checking calculations doing paperwork and writing up results. Realisticly 8-10 hours. Minimum price for a good electrician( who has to take into account £400 for his membership to a governing body, and several hundred pounds on keeping equipment up to date and calibrated)is £20 hour that means to get the job done correctly it will cost £160 to £200. Bigger house would be more. May seem a lot, but given that most inspections have not been done for several years, whats the cost of loosing personal posessions or a life in a fire. I would steer away from anyone who says that one governing body is better than another. Elecsa, Napit,Kitemark and Niceie etc are all vetted to goverment standards, one is neither better or worse than the other. | A full periodic inspection and test including about 30% of accessories removed for visual inspection will take at least 3 to 4 hours for and average 3 BED HOUSE. Then another 2 hours to fill in certification and report. Any one who says they will inspect 100% of accessories is lying so will probably also be cutting corners on the testing. And anyone doing this work for less than £100 is NOT doing it properly. This work should cost about £180 - £200 for a sole trader or £220 - £300 for a larger company but will vary depending on how much time is needed on site. Basically as with most things in life, “you get what you pay for”. Unfortunately a lot of landlords just want ‘a piece of paper’ at the least cost. I'm afraid that with the advent of part 'P' and all these 'Testing specialist' companies springing up there are a lot of cowboys about. Stick to an NICEIC registered person or company (you will then have comeback if a problem occurs) the other scheme providers (napit, ecsla, kite mark, etc, etc) do not seem to vet people as thoroughly and paying cash is fine as long as you get a receipt! I am a fully qualified, NIC registered, Approved Electrician with over 20 years experience and I can honestly say that part ‘P’ as made standards drop. A lot of people have gone on fast track courses and now class themselves as ‘Electricians’ There is some very poor work being done out there! So be careful when choosing a tradesperson. | I recently reviewed two periodic inspection reports that has been carried out on the same property. (£160 for 8 circuits) When I looked at the two reports I should have been looking at two more or less identical documents. I was astounded at the difference between them and went to investigate myself. I found a number of observations had been missed including a category 1 fault on an RCD main switch. The inspections had been carried out by a third year apprentice and an electrician with no formal qualifications. These guys are currently working for an NICEIC Approved Contractor. The moral of the story? Make sure that the person doing the report has the qualifications and experience to do this kind of work. Mark Aspin. | Full NICEIC Periodic Inspection report on an average house with say 6 circuits takes at least half a day. Usually there is no electrical record at all so extra time will be required to establish the make up of each circuit. Also quite often a home has had electrical additions made (not by electricians)including new kitchens, bathrooms, extensions to circuits etc which all needs thorough inspecting - all of which takes extra time. Starting price £155 including the production of a web based report. House with no records and additions made, is £200 (good proportion of day). Larger houses £200 upwards. As others have said, a proper inspection takes at least half a day to do properly let alone completing report. Less than that then its a cowboy job.
